Rules & Regulations

Besides the General Village Rules, there are some additional College Rules listed below

1. General Rules

1.1 All the University of Hong Kong (the “University”) students registered full-time or part-time (“Students”), whether a member of a residential college or not, shall comply with the Regulations Governing Residential Colleges (“Regulations”) of the University (Appendix 1) and the Management Rules of Jockey Club Student Village III (“Village Rules”) (Appendix 2).

1.2 The “Additional Rules of New College” (“College Rules”) are prepared under H2 (b) of the Regulations. All Students, whether a member of New College (the “College”) or not, shall comply with the College Rules.

1.3 All visitors invited onto the College’s premises by any Student who is a member of the College (“College Member”) shall also comply with the Regulations, the Village Rules and the College Rules. All College Members who invite visitor(s) is responsible for informing the visitor(s) of the content of the Regulations, the Village Rules and the College Rules. The Master, or anyone duly authorised by the Master, may take the necessary actions against any visitor(s) who fail to comply with the Regulations, the Village Rules and the College Rules and may order the visitor(s) to leave the College’s premises.

1.4 The Master, or anyone duly authorised by the Master, may take the necessary disciplinary actions against any Student(s) who fails to comply with the Regulations and College Rules according to section H9 of the Regulations. The appropriate disciplinary action(s) which may be imposed include a fine, and/or suspension, and/or termination of the College’s membership, as may be deemed appropriate by the Master or anyone duly authorised by the Master in writing.

2. High Table Dinners

2.1 All College Members are required to attend all High Table Dinners of the College according to H7 (a) (ii) of the Regulations.

2.2 All College Members who are absent, late for or need to leave any of the scheduled High Table Dinners early shall be required to write to the Master at least one week in advance of any of the scheduled High Table Dinners to obtain permission to be absent, to be late for or to leave early, except where the absence, lateness or early leave is due to health reasons. Permission will normally be granted for reasons such as illness (with a medical officer’s memorandum or letter) or attendance of classes. Other reasons will be considered on a case-by-case basis.

3. Visitor Policy

3.1 College Members are allowed to bring visitors to the College’s premises from 9:00 to 22:30 only and must sign in all visitors at the entrance counter of the College’s premises. All visitors must leave the College’s premises at or before 23:00.

3.2 Visitors and their hosts should be considerate and shall not cause any inconvenience and / or embarrassment to other College Members.

4. Student Rooms

4.1 Room assignment and allocation at the College, including mid-year changes to assignment and allocation, is entirely at the discretion of the Master or anyone duly authorised by the Master.

4.2 College Members are not allowed to occupy any rooms that has not been assigned and allocated to him/her/them.

4.3 All request to change assigned and allocated rooms should be made to the Master, or anyone duly authorised by the Master, but such requests will not be considered except for substantial medical reasons with evidence. All College Members are expected to be mature enough to be able to live in harmony with the other College Members.

4.4 Cooking of any kind is not allowed inside any room in or on the College’s premises except for the pantry or with the permission of the Master, or anyone duly authorised by the Master.

4.5 Furniture and other fixtures cannot be removed from the College’s rooms or moved from one room to be placed in another. No drilling of the walls for hanging or affixing any implements is allowed anywhere in or on the College’s premises.

4.6 College Members are advised to be vigilant in keeping any and all valuable items in and on the College’s premises. All valuable items should be secured with an appropriate lock in a drawer(s) unattended. The College will not be responsible for any loss of personal property in and on the College’s premises.

4.7 With reasonable cause, the Master or anyone duly authorised by the Master, in the presence of at least one other College staff member, may enter any College Member’s room for checking without prior notice.

4.8 Personal belongings should be stored inside College Member rooms and not in the corridors and lounges of the College.

4.9 Each College Member is given a room key which can only be used by the respective College Member. Giving or lending the key to a third party is strictly prohibited.

4.10 All loss of keys must be reported as soon as possible to the General Office. A fine will be levied for the replacement of misplaced or lost keys.

5. Others

5.1 All College Members are required to identify themselves at the entrance counters of the College’s premises, usually by presenting their student cards or some other form of valid identification.

5.2 All criminal offences which take place in and on the College’s premises will be reported to the police.

5.3 Smoking any and all tobacco and non-tobacco products, including vaping, is strictly prohibited in and on the College premises, including in the common areas such as bathrooms, pantries and the laundry room, and in the College’s rooms and stairwells.

5.4 Gambling is strictly prohibited in and on the College’s premises.

5.5 No fire shall be started in or on the College’s premises without the Master’s permission.

5.6 All forms of vandalism are strictly prohibited in and on the College’s premises. This includes wilful damage to notices and tampering with the smoke and heat detectors.

5.7 In accordance with H7 (b)(i)(2) of the Regulations, University Students are strictly prohibited from bringing in and on the College’s premises any intoxicating liquor without the permission of Master or Senior Tutor(s). In addition, College Members are not allowed to consume any intoxicating liquor in and on the College’s premises without the permission of the Master or Senior Tutor(s).

5.8 College Members are not allowed to stay on any floor, other than the floor on which they reside and in the room which they have been assigned / allocated, from 0:00 to 08:00 except with the permission of the Master or Senior Tutor(s).

5.9 College Members are expected to live in the College premises. Those who need to be absent from the College for more than one week during the residential year must apply in writing for leave to the Master one week in advance of the intended absence.

5.10 In accordance with the Village Rules 8, College Members are expected to keep a quiet environment and reduce noise levels between the hours of 23:00 and 08:00 of the next day. Quiet hours are extended to 24 hours a day during the study and examination period.

6. Withdrawal of College Membership

6.1 Any College Member wishing to withdraw from the College during the stipulated residential period must provide two weeks written notice in advance of the date of leave to the General Office of the Residential Colleges.

6.2 The lodging fee, once paid, is non-refundable, other than for exceptional cases approved by the Master or anyone duly authorised by the Master.
